泰國連續發生爆炸案，近來退團旅客人數增加，引發紛爭。外交部昨（20）日表示，目前泰國曼谷旅遊警示燈號為橙色，但旅警燈號不是退費的唯一標準，觀光局針對旅遊消費有其協調機制，若有糾紛可據此處理。

泰國軍方已宣布曼谷市區10處危險地區，包括四面佛附近、Patumwan、席隆（Silom）路、考山（Khao San）路、Narathiwat Road、勝利紀念碑、Rama 6、Emporium百貨附近的Benjasiri公園、通羅及蘇坤逸路，外交部呼籲遊客暫避免前往。

對部分民眾取消前往泰國旅遊，衍生退費問題，外交部領事事務局文件證明組組長薛秀媚表示，觀光局在做定型化契約時是參考外交部旅警燈號，但並非以此作為退費的唯一標準，觀光局針對旅遊消費有其協調機制，出團退費由觀光局與業者溝通。

民眾如有旅遊消費爭議無法解決時，可向中華民國旅行業品質保障協會，或者交通部觀光局申訴，請求安排調處。

不過薛秀媚表示，領務局為因應緊急事件能立即聯繫，在網站上設有「出國登錄專區」，此次曼谷爆炸案，外交部第一時間查詢8月登錄到泰國者只有100多人，希望民眾出國前要有登錄習慣，萬一有急事才能立即聯繫。
